Who We Are
The Chamber for Indo Russo Technology Collaboration (CIRTC), in collaboration with the Russian Association of Software Companies (RUSSOFT) and the Technology Sovereignty Exports Association of Russia (TSEA), is a think tank promoting bilateral business, research, academics, and cultural collaboration between India and Russia under the initiative Russia India Special Interest Group (RISING).
CIRTC is proudly working with the Indian Consulate General of St. Petersburg and Indian Embassy in Russia, to promote technology collaboration and Research between the 2 countries.

Russia has strengths in the technological elementary base, and India has strengths in the technological application base. A union of strengths will bring forth a significant impact in the geopolitical and technological arena.

Commander V.K. Jaitly
CHAIRMAN
Commander V.K. Jaitly is an alumnus of IIT Kharagpur, with 20+ years of decorated experience in the Indian Navy, followed by another 20+ years of experience in technology and defense consulting, entrepreneurial and leadership development.
Valentin Marakov
CHIEF ADVISOR & MENTOR
Valentin is an alumnus of Leningrad Aircraft Instrumentation Institute with 20+ years of experience as the President of the largest Russian IT Association, RUSSOFT. He has great experience in IT and innovation technologies, defence industry, international relations, and GR. He is also a board member of a number of Apex IT institutions and associations.

Subham is an alumnus of IIT Kharagpur with more than 20 years of experience in global consulting on strategy, technology, and policy.

Debjit is an alumnus of IIT Kharagpur and an industry veteran with more than 25 years of experience in consulting and IT.

Evgeny is an alumnus of Kazan State University with 20 years of experience in technology and sales in Russia and globally.

Hasan is a skilled corporate affairs professional with more than 20 years on experience. He is also known as the Director GA Inmobi Group, Chairman E-Commerce Council UP, Co-Chair ASSOCHAM UP, Member AI Committee-IT Dept GoUP, and Advisor to DDMA, GoUP, Flipkart ,Vodafone-Idea, RIL, RCOM, Tikona, and Min.of HRD.
Commander Anurag Vibhuti
ADVISOR (ICT & TELECOM)
Commander Vibhuti is an Electrical Engineer and an MBA with 30 years of experience in technology innovations & management in ICT. He is the Deputy Director at Telecom Centres of Excellence (TCOE) India. He is also part of DoT for 'Making India 5G ready', policy advocator for Start-up/SMEs, and steering committee of VC funded program I-MADE.

Kavindra is an alumnus of IIT Kharagpur and an MBA for UK. He was the Ex-CEO of Atal Incubation Center - NITI AAYOG, and Ex-Associate Partner at McKinsey & Co.

Prashant is an alumnus of IIT Kharagpur and an MBA from IIM Bangalore. He has 30 years of experience in technology, consulting, innovation, and entrepreneurship. He is Director at ISAARC and member of World Hindu Economic Forum.
Commodore (Dr.) Prem Chand
ADVISOR (CYBER SECURITY)
Dr. Prem is a decorated Navy Officer who completed his B.Sc from Punjab University, M.Tech from IIT Madras, and Ph.D from BITS Pilani. He is a visionary with over 45 years of experience in defense, aerospace, and ICT Industry.
